Loudoun County School Board reviews revised meeting-procedures policy, takes no vote

The Loudoun County School Board took no action Aug. 11 on proposed revisions to Policy 2420, which governs meeting procedures for Loudoun County Public Schools (LCPS). Ross Svenson (Board member, Broad Run District; chair of the Legislative and Policy Committee) presented the revisions, saying the redlined document may look extensive but consists largely of structural changes. He said additional edits at the committee level were made to keep Policy 2420 consistent with Policy 2520 on public participation, and he deferred technical questions to staff. ^{3:59:24 4:01:11}

Anne Donohue (Vice Chair; Board member, At-Large; chair of the Audit Committee) asked several questions about how the changes would work in practice, beginning with whether the board would still vote on remote-participation requests. Svenson said his understanding was that the policy codifies current practice rather than changing it. ^4:01:11

A staff member confirmed that no changes to existing practice are proposed, and said the policy came to the Legislative and Policy Committee because state law requires school boards that allow remote participation to review the policy annually. Donohue pointed to language in section three stating that the board shall vote if a member’s remote participation is challenged, which she said could suggest a vote is required only in that circumstance. Donohue also asked whether the requirement that members state a specific personal reason, and the limit of two meetings per calendar year or 25 percent of meetings, whichever is greater, come from state code or from board policy. Turning to feedback from the equity council seeking a medical provision allowing virtual participation when a quorum is not physically assembled, Donohue asked whether the code prevents that. Staff confirmed that a quorum must be physically assembled before the board may allow any member to participate remotely. ^{4:05:08 4:06:49}

Lauren Shernoff (Board member, Leesburg District) suggested cross-referencing Policy 2420 with Policy 1035 on school board norms and protocols and Policy 1030, the code of conduct for board members, saying attendance responsibilities are linked to meeting procedures.
